When the Affordable Care Act was passed by the Congress and signed into law by President Obama in March of 2010, one of the laws created was the Pre-Existing Condition Insurance Plan (PCIP). This law was designed so that Health Insurance could become available to those who have been denied coverage due to pre-existing conitions.
This new system is scheduled to be implemented by either your individual state or through the US Department of Health & Human Resources. The PCIP program will will be available until 2014 at which time pre-existing conditions and the use of personal health information will no longer be allowed to be used.

The requirements for eiligibility include:
1) You must have been without insurance for at least the prior six months
2) You must be a United States citizen, or be legally allowed in the United States
3) You must show that you've been turned down for health coverage due to a pre-existing condition (or been offered coverage at an unreasonable premium or with unreasonable terms).
Pricing for these coverages are supposed to be oofered at comparable rates to standard plans with similar coverages. Congress has approved five billion dollars to help subsidize adverse claims submissions for this temporary transition program.
You will have to check with your local state to see if they will be administering their own PCIP Plan, or whether it will be available through a Government plan.
